Like the other anons said, he needs a concrete dynamic to bounce off of before people start really getting into it. A fine design is not enough to endear you to fujos in the long term, Volo didn't interact with any other male characters much at all and literally no one likes Lucas' design so that's out also. Volo is popular but he's also the replaceable kind of bishie you get every few years.
There's a reason why N's fanart petered out while the Subway Masters, 2 characters with literally next to no dialog, maintained an active fanbase all the way up before getting a massive revival with PLA. Its the exact same reason why Raihan blows the fuck out of every other SWSH character in regards to popularity and is likely to remain popular for a very very long time.
