Z-Moves corrected the universality problem by letting any Pokemon use Z-Moves, but they still required a hold item so you were still sometimes forced to either forego you Z-Move user if the matchup was bad.
Dynamax was just as universal as Z-Moves and removed the hold item requirement, meaning you could always choose the best Dynamax option for the current matchup. Furthermore, Dynamax added terrain and weather control, as well as buffs and debuffs to teams that otherwise wouldn't have them, greatly expanding the types of teams you could run. You no longer needed a dedicated sleep answer, for example, you could just run one fairy or electric move and, if needed, max that Pokemon to set up terrain.
My best guess at the gen 9 gimmick is something universal and dynamic like Dynamax, considering that's the direction they're going. Maybe a Z-Move like option that doesn't require a hold item? A one time big attack that also can have a secondary effect and makes you immune to certain effects the turn you use it?
