The developers considered Kanto to be a second half of the game rather than a postgame and wanted there to be new pokemon to discover throughout the entire experience, not just levels 1-40

Because Game Freak hates Gen2 fans and doesn't want them nice things. That's everything related to Johto constantly gets fucked over, Dex ruined by baby pokemon, Pokemon don't get to be on leader teams, cool new Pokemon are forced to be evolutions for Gen 1 mons instead of being Gen 2 only lines, Gen 2 as a whole being raped by powercreep, Johto starters having Kanto stats spread but rearranged, Johto starters not getting megas, z moves, gigas, or any sort of gimmick or other broken mechanic to justify their existence, Johto being fucked over the most in Dexit,

At the risk of middle grounding, I’d love for all Johto Mons to be available in Johto as part of a Let’s Go Entei/Raikou but I also enjoyed discovering them in HG/SS.

Except Kanto can barely be considered 1/5 of the game, Its just boss rush/sandbox to prepare for Red. There story is over except for a couple of nothing quests and the bye a go go-rocket guy.

I've never understood how people do willingly accepted the "they needed something for the postgame" argument without ever questioning the faulty logic behind it.
Let's assume all 250 pokemon are going to be in the game somewhere, and you want 50 to be post-game exclusive. Why would you not just make some of the 150 pokemon that were ALREADY IN KANTO Kanto-exclusive, and leave the 100 johto pokemon in johto? If you think all 250 pokemon are equal, why bother messing with the lore by squeezing new things into Kanto? If you think the new pokemon are naturally more exciting to find, how can you disagree that it would he even more exciting to find them and actually use them in your main game team? It just doesn't make sense from any perspective to put new pokemon so late when there are plenty of other options that would work just as well, if not better.

The Houndour line is supposed to be the 'signature line' of the head Rocket Executive (aka Archer in HGSS). Letting the player find one before then would rob the player of the natural mystique of seeing a major trainer with an obviously new mon; its Kanto exclusivity is simply an extra component of that sense of rarity.
Of course, this is all just me trying to put myself in the shoes of GF's developers, who have always struggled to reconcile their narrative focus with the wishes of fans, who typically dislike waiting 8 badges and an Elite Four for their favorite creatures or seeing neglected types.

Houndour in the burned tower would have beem good. Reserving Magmar for postgame would have been cool. I feel like having Houndour on the route south of Ecruteak as well and Stantler being moved to the route east of Ecruteak w/ Mt. Mortar on it would have been better distribution and would have fleshed out the world more. Misdreavus over Gastly in Sprout Tower as well, and Sneasel in Ice Path. And fuck it, Slugma in Mt. Mortar.
