It got a big buff in gen 8 with Scale Shot.
And even with that, Zygarde was pushing it down a lot before it got banned.
When, not if, when powercreep hits the point where Zygarde is allowed in OU long-term, that'll hurt Garchomp big time.

Not sure if it would be broken but I think its pretty safe to say it wouldn't be banned. Chomp doesn't have glare or 1k arrows like zygarde does to cheat past its checks. Your best bet that doesn't involve compromising a set of dd+2atk is just to throw out rocks/toxic and then switch out and wait for whatever you want dead to get worn down. Plus smogon likes it.
