Games tend to do this thing called creating most of their assets, which takes a shitload more effort. Swords minor touchups required and some QA do not equate to what horrors most 3D development is like.
Rather than be a frankensteined mess with the bare minimum effort for new assets not related to monsters, sometimes even lower because gamefreak have no issues with blurry textures on random shit.
But numbers big so clearly it must be hard. You can unironically get almost decent ports of older models from modding, which has this minor issue where you're doing everything in this super brute forced fashion.
Even with the obvious truth of gamefreak being retards and thus not producing tools to streamline it further, the amount of effort with proper tools would be pretty small in scope. The art team certainly wasn't getting much of a workout in this case either, as sword doesn't use the new features of the model format usually.
