It got better later but until then it was just Return and Strength spam I believe and Dig(?) or a lucky type and base power Hidden Power. Bug Bite Was a later thing too.
Also Yanma, Luvdisc, Illumise, Lileep and Shieldon (L40 evo where others have offensive stats and movepools), Floette, Sneasel being another normal attacks only user and shit like Iron Tail.
Girafarig in Gen 4 was also shit despite better movepools ir had a hard time vs Siinnoh league. Registeel for many gens, it's insane in battle facilities because it can set up and sweep there but slow at doing damage in normal walkthrough battles.
