According to my 0 EXP battle log I defeated her using lvl 30 shiny Gyarados from lake of rage, lvl 25 wild Wobbufet from the Blackthorn side of the Dark Cave, and lvl 23 Electrodes that powered the machine in the Rocket hideout

You can buy Blizzard TMs at Goldenrod. If you put enough time into the game corner, you can farm infinite Ice Beam TMs too.

Level curves that make you constantly overleveled are the reason why Pokemon games are so brain dead

I’d say save gloom and umbreon for a stun spore+confuse ray combo on kingdra then slowly chip its health. as for the the two dragonairs, just use nidoking and lapras with blizzard dunno about her gyrados though

Level up Lapras till 32 when it gets Ice beam and buy some X Speed/Special from Goldenrod and maybe some healing items. Sleep/Para the Gyarados with Gloom and then switch into Lapras boost up with X Items and sweep the rest of her team. I'd also recommend evolving Gloom at this point, you can get the Leaf Stone from the Pokeathlon or the Sun Stone from the Bug catching contest.
