Struggle shouldn't exist. A Pokemon that runs out of PP should just faint. If it's too exhausted to use moves anymore, it should be considered unable to battle.

I once watched a gen 2 battle between some of my friends in which a gengar and snorlax PP stalled each other out. In the end my friends got to learn that struggle hits ghost and watch snorlax 2 tap the gengar once he reached struggle state.
I believe you were the gengar user and you're mad you didn't know struggle would hit you.

I think making it so that the recoil damage of struggle increases each time it's used would be fair enough
