Only just recently, top Ultimate players like ESOY (aka ESAM, the ebonics-touting jew mains the (((rats)))) started to put Incineroar into mid-tier. After years of being underdogged by Smash pros speculated as either low or bottom tier like with K.Rool, Little Mac, Isabelle, and Ganondorf. (also Charizard, but this isn't Smash 4 anymore, so Solozard can't really function alone anyways even without the stamina bullshit from Brawl)
Even with the recently discovered Slingshot mechanic (which was also founded since the release of Ultimate), it gives zero benefits to him due to being so fucking slow.
TL;DR: competitive-wise, Incineroar is just Ganondorf 2: Kittycat Boogaloo.
(ironically if you want to play a character more similar to Ganondorf but better, you can play Byleth and Kaz.)
