Like maybe you're trying to pick berries when he jumps out of the bushes and accuses you of trying to steal them from him, then attacks you, and afterwards, he'll show up with various side quests for you to complete that all have to do with spying on or otherwise ensuring that someone isn't actually after him. Bonus points if he actually turns out to be right every once in a while and you have to fight off some of the evil team's goons.

You want those for mainline games or for a trpg? Because while I don't mind sharing I know for a fact that no matter what we come up with, gamefreak will keep delivering no memorable sidequests or memorable NPCs. They will just go for a long ass cutscene about a scenario, like they did in delta or a long ass cutscene about a character, like they did with AZ.

If this is advice for a romhack, one of the best filler npc quests are the ones that are basically a chain of delivering stuff to another NPCs with a cool final reward at the end.

This is my best example. Make NPCs ask for stuff in a somewhat tricky way, maybe one per town, and start the sequence as early as possible. This way you can make a neat mini sub-story as you keep progressing with the game

at the end it is revealed they are brother and sister, making it ambigous whether its just sibling love or if they're fucking each other

A recurring trainer with a generic sprite who keeps pace with PC throughout the game, but has no cutscenes and could easily go unnoticed if the player doesn't pay attention to the trainers they fight or skips their fights entirely.
Their NPC quest would be helping them find happiness after their dreams get crushed eventually, depending on the sprite used.

Quests that have actual choices. Big pokemart wants to shut down the bitter herbs. Use enough herbs to make your pokemon hate you then enter a contest and lose spectacularly to show everyone what they do. Or win and get something from the herb store.
A rampaging Gyarados is destroying local boats. Calm him down. You could catch him, OHKO him, release a bunch of female magikarp. Maybe it shows up later.
A shiny pokemon has been stolen from a rich trainer by the evil team. Once it's in your possession you can return it for a small reward or steal it yourself.

Westlife pops out of nowhere on the bottom of your screen and follows you as they sing one of their songs, yes even in-doors.
NPCs start giving you small items like oranberries while the song is in effect so hurry up and don't forget to talk to the gym leader and professor, they give better stuff.
