He's both. Newest ep introduced him as the "New Champion of Kanto and Johto". When he fought Leon at the start of Journeys, he was still called an Elite Four member, so he only recently became a Champion.

I could have sworn he was already a champion when he appeared in the red gyarados episodes.
I had to check bulbapedo to be sure, turns out he was just said to have beaten the Elite Four without explicitly being called a champion.
I'm surprised the new episode even referenced the G-men, that's surprisingly tight continuity.

Lance got the shittiest matchup possible.
Chose Gyarados while Diantha has a grass type tanking its water moves.
Chose Hydreigon when Diantha has Gardevoir.
Chose Dragonite when Diantha has Aurorus. Aurorus can defeat Hydreigon too.

I think the writers just didn't have a clue what to do with Lance and put him as 2nd to Leon before they knew who the rest of the Masters Eight members were going to be. All they had planned from the start was Leon, Lance, and Raihan.

BDSP came out, so of course they had to throw Cynthia in, and since Leon, Lance, and Cynthia are there, why not throw the rest of the Champions in too?

Gyarados can Bounce and Max Airstream
Hydreigon has access Steel and Fighting coverage
Dragonite has whatever coverage it wants but you know his one will spam Hyper Beam

If Gyarados set ups once and Gourgeist fucks up Wisp or Forest Curse making Gyarados x6 weak to Ice it might as welll sweep with its attacks but sincw it's ashnime they'll bring an asspull and make Diantha win through friendship and random one shots because they already put Alain to job for Kalos

If you care about anime movepools (I've seen people get pissy when a pok uses more then 4 moves in a battle) then the best move against gourgeist lance has is ice fang.

Otherwise it's hyper beam and some dragon/water moves.
