Not sure which writer made him the champion of the world but it's bad writing as it essentially invalidates other regions (who aren't even in the top 8 hence not being nearly as good). In the games iirc he wa sjust written to be the champ of the region not the strongest ever.

The games both suggest that Leon may not even be Galar’s strongest (Mustard literally quit due to depression and Peony to family matters), but also suggest Raihan could become champion of literally anywhere else if he weren’t so fixated in Leon. The theme of the gen is “the strongest” anyway, so it’s already suggested through the games that Galar is just on another level entirely compared to other regions.

You say this as it wasn't uncommon for irl men to have different beard and hair color but this is specially nitpicky considering he's a character from a Pokémon game (consider Colress' hair or Drayden's beard) so why would be this a weird thing to complain about.
Even with the dumb uniform he's still plenty attractive and without it is even more attractive.

Peony's own brother, who took him on when he was crowned champion, says Leon is far and away the strongest. Mustard's own Rival says Leon is far more talented than Mustard.
The game outright implies both the other previous champs are weaker than Leon.
