We’ve been over this a million fucking times. Those stats were decent when it was released (keyword being decent not great). The problem is every other Generation after Gen 2 gave their mons beefed up BSTs, minmaxed stats, or some sort of broken gimmick or ability. Then Game Freak went back and gave Gen 1 special snowflake buffs and broken move pools while Gen 2 mons get practically nothing. Ignoring the babies, less than a handful of Gen 2 mons were irremediably shit on release, everything else just became that way when Game Freak started hating Gen 2. But when Gen 2 fans point this out and try to discuss ways to buff gen2 mons they’re called whiny or accused of having a victim-complex.

For a fully evolved mon? They're incredibly mediocre.
Even early game shitmons like Raticate or Furret have better stat distributions.

Weird victim complex, but many gen 2 pokemon absolutely need some kind of buff, whether that be increased base stats, new abilities, signature moves, or improved movepools. It’s a great dex in terms of visual design, but most of the options are just worse versions of newer pokemon in terms of gameplay.

bad defense is actually balanced by intimidate and even more by having one of the best types in the game cause you're only getting hit hard by steel and poison shitty offensive typings. Though since it started out as a normal type with no abilities cause they didn't exist yet it probably did suck ass in it's debut gen

GSC was very slow and bulky. It's not going to be a top threat because Snorlax existed, but it didn`t really need to be because it's a Pokemon you can catch and evolve right after Morty.

Also, considering how common para spreading is in Gen 2 OU Granbull is still a niche but valid pick. Outperformed by Snorlax and Ursaring, but still doing its job.

90 HP is fine
75 DEF was fine, or at least "bearable", before power creep
60 SDF was always kinda bad
But the real answer to what GF was thinking is

You can support it with screens or baton pass to get around those weaknesses, but really using one in the main game is pretty comfortable (though I'd only advise it in Crystal since Snubbul is a 1% encounter on route 38 in GS)

Pokemon was designed as a single player game you can trade in, not a pvp game. Whether that fact ever changed is up to debate, and it's a debate I don't give a fuck about.
Now what IS really fucking weird design is any learnset from Gen 1 or 2, they're fucking barren.
