It acts as an anti-infinite system in the 2d phase, which is what the base game is designed around, and which also forces a return to neutral once triggered, with the 3d phase itself acting as a second buffer layer to neutral on top of neutral in 2d. Furthermore, it also acts a a mechanic that heavily encourages adaptation: Since shifts from 2d to 3d occur when a hidden Phase Shift Point meter is filled, and different moves add more or less PSP points to said meter on hit, at high level play you'll be switching up your combo composition and move choices on the fly based on the state of the match, the character matchup, etc:
If you land a few hits, and then land a starter, you'll wanna use a different combo that ends right when the PSP guage is full for optimal damage, vs if you use the same optimal combo as if you landed a hit at the start of the duel phase when the PSP guage was empty, the shift would interupt that combo. Sometimes you might wanna go for a less safe or less damaging combo or option to keep the PSP guage lower/to stay in the 2d phase as a sort of reset for more damage longer term or to continue to apply pressure and do mindgames; or sometimes you might wanna use a option that shifts faster even if it's less damage to get OUT of pressure or to get the meter gain/health regen causing a shift brings. The "wave" from activating burst when your meter is full also resets the PSP meter if it hits the enemy.
I wouldn't be against changing the 3d field phase so it is less Gundam Vs and More tekken, where you retain your full moveset and it just adds z-axis rotation/movement over the 2d phase, but I wouldn't wanna ditch the phase system itself.
