Not really. It's still slow as fuck even after a DD, still relatively weak after a DD, and Earthquake isn't boosted by Sheer Force. In something like a lower Smogon tier, sure, and it's good enough in-game because in-game is for children, but in general it's not great.

No good stabs. Best are Bulldoze and Iron Head and no good 3rd move. A lot of SF users aren't that lucky.

In most formats where steelix is legal and the power level is low enough for a set-up set to be good, curse will outperform DD since 252 speed sets won't outspeed invested base 70 plus you lose a lot of bulk, even before cursing, and gyroball hits harder than sheer boosted iron tail after one curse
Also heavy slam and body press made both curse and DD somewhat obsolete since iron defense is now a double bulk up
