The problem is that the statement is meaningless because theres only 3 dark types until gen 4, tyranitar, umbreon and houndoom. No others exist.

Gen 3 UU is a whole different beast. It's a tier where Jumpluff, Swellow, Ursaring, Zangoose, and Regice are banned from. Sneasel and Sharpedo might be UU in Gen 3, but that means they're worse than literally Regice. In Gen 4 they're now on the same level as a 580 BST legendary.
