Dragonite doesn't even get special treatment because it would be in direct competition with CHARIZARD (despite CHARIZARD not even being a real dragon).
The anime team squandered their CHARIZARD Card back in Unova so that's why we're getting Diet CHARIZARD (ironic because it's so fat LOL) instead, also because the anime hates mirror matches and they already have Alain and Lance with their own CHARIZARDs on top of Leon's Unbeatable CHARIZARD.

Do regionals even count as shilling? They don't buff or benefit the original at all. That's why shillmons like CHARIZARD get Megas and Gigas instead.
