Islands 1-3 should have Johto Pokemon like Marill, Togepi, etc. while mainland Kanto should have never restricted evos like Crobat or Blissey and had a fully functional day-care beneath Cerulean. The islands' problems are only compounded when you remember the post-game quest is a completely arbitrary requirement to lock players out of trading with the other games in the generation.
