Probably genuine accident, he's turbo autistic and checks the hex data upon catching a Pokémon and there's a 'randomize data' button that's not hard to accidently click at all.

The only instance of that was a Slowbro whose IVs don't even matter that much as long it has Shell Armor. It most likely happened by accident as he said. If he was a cheater, he could easily alter the stats of some crucial pokemon and have an almost guaranteed victory instead of betting it all on a bunch of things going his way.
