Just imagine some of the more powerful Pokémon such as Kyogre and Groudon using Surf and Earthquake, respectively. Then think of how many Pokémon are weak to Water and Ground. Tons of friendly fire. Imagine an Electrode using Explosion. Sure it may kill a few lions around itself, but it still dies in the process and could kill its fellow Pokémon around it.
