Both Ridley & Rayquaza are introduced as amazing dragons that captivated many with its stellar design and amazing power.
Both dragons being bosses in Brawl also helped them recognize further, and kept their roles until they became Stage Hazards in Smash 4- Only for Ridley to become playable in Ultimate and Rayquaza reprising the role as a Stage Hazard.
Both of them also have alternate forms that also made them stronger, such as the powerful Mega Rayquaza & the cybernetic Meta Ridley.
I'd say its even for both of them.
