Rocket was simple and didn't want to do anything too crazy compared to the others, they were just a mafia in it for power and money.
Aqua and Magma are maniacs that truly didn't understand that they were going to destroy the world but it did work for villains.
Galactic seems the same as Aqua and Magma but Cyrus knew full well what he was doing and accepted it, but some of their early acts were just nonsensical and didn't really add anything to the final goals. I used to think Galactic was retarded but as I got older I really started to feel Cyrus's pain.
Plasma would have had a point but the whole thing was a three card monte for more power which I thought was clever enough. Plasma 2 was just a classic revenge plot.
Flare's motivation was interesting but one of the more evil ones where they aren't even creating anything, just destroying, while also lying about it.
Skull didn't even have any really goals, they were basically just mercenaries, but by far the closest to actually being "good guys"
Aether actually had a good and moral cause but Lusamine went insane and started going off script and her whole organization followed without question and then turned around afterwards like nothing happened.
Yell was a complete joke, don't get me started, nothing more than hyping up the 7th gym and a cutscene moment at the end.
Macro Cosmos is one of the worst written, they have barely any given lore to go on, they don't make an appearance until the very end, and you don't see much of what the organization does as part of its operations, no special admins, just the heads and Rose's batshit insane logic that manages to top all of the others but really hits home because of how climate/energy alarmists actually think. GF tried to warn us I guess, maybe they really were the good guys all along.
