Since Hoenn is the only region out of the Japan-based regions where I actually use Heracross since it's a good bug type and I don't like Beautifly, Dustox, Masquerain or the fireflies. It's found in the Phanpy and Xatu grass rather than in the Girafarig and Wobbuffet grass and is locked behind the Acro Bike. Yet it's still easier to obtain in Hoenn than in Johto (headbutt autism) or Sinnoh (honey tree autism, yuck). You can also obtain it way earlier in Hoenn than in Kanto (Pattern Bush is postgame).
