Look at achievement stats of any game that has them. Most players don't even beat the main story of most games. Basically nobody finishes post-game content. When they have to make a full game every year and management refuses to meaningfully expand their team and most people won't ever see the Elite Four, why would they even consider spending development time on the postgame beyond a copypasted Battle Tower?
Notice that the lack of a Battle Frontier was a niche complaint you wouldn't see much outside of /vp/ for ORAS, but cutting the Pokedex was the only thing anyone talked about from announcement to release of SwSh, despite the lack of a Battle Frontier being a significantly bigger impact on the game's quality for people who plan on playing the game all the way through.
