Kojima is horrible at writing, he just copies Western movies without understanding what makes those movies good. He has a shallow, surface-level understanding of cinema, and that shows in his games.

sure let's just crank the budget up to infinity, this is completely doable

I wouldn't mind it but it'd probably be absolute garbage. And would further increase the budget and dev time and be used as an excuse for more cut features.
