Humans' family is Hominidae, otherwise known as great apes. This family also includes fucking gorillas and chimpanzees. Given the level of critical thinking displayed by zodiacfags, I wouldn't be surprised if most of them actually were monkeys, but the point still stands. To argue that foxes are the same as dogs as depicted in the Chinese zodiac is like trying to make the argument that humans are the same as gorillas where there is undisputable evidence that there is a difference both in modern taxonomy and ancient Chinese.

Togedamaru and Bidoof are prime examples, being based on hedgehogs and beavers respectively. Sandshrew/Sandslash are pangolins, pikachu line are mice (which yes, are distinct from rats you fucking troglodites.) And Cyndaquil is explained above as well as the fact that rats don't have fucking quills. The only true rat pokemon here are Rattata and Raticate. Just because it uses rodent esque pokemon does not make them all rats when most, including Cyndaquil, are definitely not.
