you need to be at least town level
to have a few buildings with NPCs in them

Palette Town for example is bigger.

Why didn't they fix this in ORAS? They completely redid Mauville to make it a giant shopping mall with almost five times the original number of NPC's, so don't say they weren't willing to redesign shit.
