Ghetsis's worst sin is attempting to kill one child with Kyurem's Glaciate. Cyrus was nearly successful in killing billions assuming Pokemon world population is at a similar level to real world population. I think the only villains that could be considered definitively "not evil" are Archie and Maxie. They weren't evil, just a lil crooked and SUPREMELY retarded. Both of their end goals, in their eyes, were for the greater good of either people, or Pokemon. They were both just very ignorant of the risks or their plans and when their plans come to fruition they realize what they did was wrong and try to help solve their problems. They even returned the stolen orbs in the postgame. They are entirely redeemed by the end. Also who the fuck thinks to show the red orb to the largely blue pokemon and vice versa? Like I said, Archie and Maxie weren't evil, just turbo stupid.
