Minccino and Marill weren't attempts at Pikachu, they're just the same "class" of character design, that's like saying Buneary was an attempt at being Pikachu when Pachirsu (and by extension, Emolga) is right there.
On that note I think Minccino would have been majorly popular if it got even the tiniest but of shilling.
