I think they're about the same height, if not her being a few inches taller. I think it's a cute contrast and makes his horny obsession with wanting to make her cry/notice him through world domination a lot funnier.
Also, Pokemon seems to like the taller woman x shorter man pairing, like with Lusamine and Mohn.
