Again, for in-game purposes, variety is essentially irrelevant. No Pokemon needs four moves to be successful; the only edge case being if you are intentionally using a single Pokemon, in which case you've fallen outside the scope of normal play anyway and you can just load a couple pokes with all the HMs you need.
You can be forgiven if you forgot the Pencil Eraser for the Monkey Caves (but even still, there's a phone nearby), but if you forgot it on the revisit to Winters, that's on you. I will say that the Monkey Caves Iron Pencil is total bullshit because it's so randomly placed and there's no reason you would reasonably believe you would ever need the Pencil Eraser again after the first use (or the telegraphed usage outside of Winters).
Rock Smash and Strength are not like that at all; they are common enough that having them around would be reasonable. But we're also talking about reintroducing HMs into a new game, so we would assume that they would not be implemented in a retarded manner (like the Monkey Caves Pencil Eraser).
If you're going to make the player need an HM, then the means to get one should not be a massive inconvenience. And considering this game has Escape Ropes, Fly, Repels, and a Bicycle, backtracking is piss easy anyway.
