If the game isn't structured and mission-based (like, say, GTA or Spider-Man) where they gate your progress and choices you just expect to find high-level challenges early on that you need to either tackle at your current level or run from.
Also how would you even scale gyms in this game while giving the player the ability to do them in any order? Do you scale by the average level of your party? That's very easy to fuck with in a game with six party members so long as you can do basic math (For example a party of one level 60 Pokemon and 5 level 5 Pokemon creates an average of level 14), and really hard to develop for. Do you scale by badges? But that doesn't stop the player from catching some high-level 50 Pokemon 20 minutes into the game and blowing through the early gyms. Scaling isn't as easy in an open world game as you might think. There's a reason so many of them force as structured story that you have to do in a specific order.
The only real option Gamefreak has is to lock all official battles to a set level. Like they do with comp battles. But if they do that with gym battles will they need to do it with rival battles? The champion? The E4? It'd create a pretty shit precedent since levels would be all but pointless in the game and there would be no point in taking on higher-level opponents early.
