>>50936956It's not about being challenging, it's that there's no real conceivable way for them to scale gyms in a way that works because there are multiple elements in Pokemon to represent strength. Also most open world games do not have level scaling, and many do not have levels period. Their combat is far more skills-based.
I can admit I'm not 100% sure how Fallout scaling works but my understanding is when you go to an area in a Fallout game that has scaling that area scales to your current level. Enemies load with this in mind. Now I want you think about Pokemon. You have 6 party members to account for instead of one. What party member is the scaling being applied to? The average? Well the average is really easy to fuck with when you have six Pokemon to work with. The highest? Well then a good percentage of your team could be useless. And then, on top of that, you have all those Pokemon in your box. Does scaling account for them? Because the last core Pokemon title allowed you to use your box anywhere and even if this one takes that away we've seen stations that serve the same purpose in the overworld so you'll still be able to switch. If the area scales to your current party and then you swap it out does it rescale? Should it? These issues aren't as easily to sort out as you think. Most games that scale are looking at 1 player level, maybe 3, that can not swap around to scale.
Pokemon really isn't meant to be open world. Exploration is wonderful but the battle system is just not built for this shit.
