it looks like the panicked and realised it wouldn't be at all recognisable with the soft tissue frills gone. they should have gone with a lot of very small bones, like a cobra hood crossed with an amargasaurus

Bones aren't the only thing that can become fossilized, the flaps could just have a certain chemical makeup that makes them easy to distinguish from the surrounding rock and whatever archeologist dug up the fossil could potentially leave that intact since it's such a distinct feature.
