That doesn't mean that gen3 ex era is modern. But it's not "vintage"
This isn't a sliding scale. New things aren't inducted into the vintage Hall of Fame. In 20 year's time, assuming pokemon cards are still printed, b/w era will not be vintage. It won't be modern, but it will never be vintage.
Just look at baseball cards or sports cards. They have been around for decades (some centuries), and new sets don't get added into the vintage category just because the years keep progressing. A 1980s baseball card will NEVER be considered vintage, despite it being 40 years old now.
