Give it a lore reason for its low attack like descriptions above, and then morph its moveset to get around that flaw. Obviously not a world beater by any means but it would be interesting at least. I'm a fan.

60/80/150/30/70/70 is more than enough for an unevolved Pokemon, giving it the same BST as Mr Mime. Especially if you move Onix to a later area.

Steelix, then, can come in with a respectable
80/90/200/40/80/30
As well as the Steel typing, solving Onix's issues.

Not every Pokemon needs to be competitive, let alone an unevolved one.
