Leon is exactly where he should be in the bracket.
The only ones that aren't are Ash and Alain, and the only reason that is the case is because the anime crew are desperate for Ash to have that underdog feel. If Ash was Rank 6 and Alain 8, the bracket would have been identical with a real world one.

This is one of the most egregious ones in that regard honestly.
Sometimes I feel like I'm the only one who gets sad seeing these cameos. People are praising these 1 frame appearances like if they are the epitome of fanservice and that the staff actually cares about them, meanwhile, the actual characters have been stuck frozen in time for years and years, some over a decade, still stuck in the same place they where when they last appeared watching Ash duking it out with Champions.
It's really depressing when you think about it.

Player character is now the champion.
Leaves to go find N or some other journey.
