I kind of doubt it.
Zamazenta was probably designed to be garbage since GameFreak hates defensive Pokemon or were scared giving it Body Press and making Behemoth Bash work like Body Press would make it like Gen 1 Mewtwo with Iron Defense instead of Anmesia.
