Bianca is a complete airhead in the anime, the BW2 outfit wouldn't suit her. And for Iris, it's just something she wears for special occasions. She still wears her original outfit in her day to day life.

It's a foregone conclusion that Iris has to lose because Ash already beat her in the Great Class, so there's no narrative reason to have them battle again over Ash's long-anticipated battle with Cynthia

That's not being predictable, that's just how storytelling works. Things need happen because they benefit the story

This. Iris' dress is a gift from Drayden she gets upon being crowned champion IIRC . It only makes sense for her to wear it while representing Unova.
Bianca also had the outfit change upon aging and becoming Juniper's assistant. Something that probably won't happen until time passes which won't happen until the anime straight up ends.
Cheren already serves as the BW2 representation in that regard.
