By playing older games/romhacks and eventual mods of SWSH that have all the Pokemon because GF chose to do this likely at the behest of Nintendo and TPC to sell more units because Nintendo as a whole is going more of a "Buy 3/5 of the game now at full price and then we'll maybe give you the other 2/5 later. Greninja aside it's nothing but shitmons. Samurott will probably be added in SV via transfer due to its hisuian form. Greninja will be added alongside the other Gen 6 starters. The rest of Gen 5 will be added whenever we're getting BW remakes like how a lot of Gen 4 mons were missing in SWSH.
