But actually breaking down the scenario; this fits with Ghetsis's longterm plan he clearly laid out later of being the only people with Pokemon remaining in Unova, thus giving him and his evil team a monopoly on power. And while some grunts were ignorant, they weren't all ignorant; this is elaborated on in B2W2. Effectively we can extrapolate that logically not everyone will give up their Pokemon willingly; Team Plasma has to resort to stealing in order to get the monopoly they want, and some of them are absolutely happy to do so. We know they steal Pokemon because that's a major plot point in B2W2, so whether or not they do so isn't up to debate, only if they were doing it in Driftveil specifically. So while it might not be overtly stated exactly what evil shit they're up to in Driftveil, stealing Pokemon both makes sense and fits the actions we've seen.
