Maybe it's like, Gardevoir wanted to improve themselves, and they had some ideas for improvements. So, using Gardevoir magic or whatever, they isolated those improvements in a new species (Gallade) so they could test them out. Then once everything seemed to work well, they integrated the improvements back into the main species.
