Do people seriously have trouble against Whitney? I never found her battle particularly hard as a kid, and don't get why people act like she's impossible to beat.

Not really. If you are lucky, you can get a Heracross with Headbutt before meeting her.
If not, you can swap an Abra in Goldenrod Mall for a female Machop.

The game gives you defensive options in the form of Wooper, Sandshrew, Geodude, and Onix regardless of your starter who all at least resist Rollout if not Stomp too and have passable physical bulk for the time you fight Whitney. Plus I'm pretty sure all of them can learn Mud Slap which hey look what TM you got two gyms earlier and fucks over Rollout even harder.

Then for offense you have Machop and Heracross, and I'm pretty sure you can also find Nidoran just to the north which can learn Double Kick. No STAB but it's something. People just lost to Whitney because they were dumb kids who didn't bother exploring the areas around Goldenrod before blitzing the Gym, and only used their Quilava.

Its less that she’s actually hard overall but more that moveset for her pokemon (more specifically miltank) is unusually good for a 3rd gym leader to the point where its way better than every other early gym leader and arguably better than individual pokemon of late game gym leaders and some elite fours. Really it just threw people off at first since 95% of the main campaign for Pokémon games can easily be brute forced by just two or three Pokémon but once the meowths out of the bag, shes much easier to deal with.

My theory is that Fighting-type Pokémon were thought as redundant since their only other strength than Normal-type Pokémon were Rock-types which Grass and Water also covered. Most of Gen 2's development seemed to be addressing the habits of players since it doesn't seem like mere coincidence that the two new types were made to be resistant and immune to Psychic. Whitney might've been a wake up call to catch a Machop and give it a try if they slept on it the first gen.

There is a reason her difficulty is memed.

The vast, vast majority of players fell to her Miltank’s RNG and flinchttraction. Most players got washed the first time because she’s the first leader where a Pokemon’s gender needs to be considered. In HG/SS inflicting status is a wasted turn since it has a lum berry.
If you weren’t familiar with what Rollout did or what type it was in gen 2 as no one else did unless you had a strategy guide, by roll 3 it usually became too late.
