It can be based upon folklore and or high fiction features, also they needed a fairy type that wasnt solely pink and 'cute' or pink and faggy (sylveon).
On both aspects they nailed it. Also its supposed to be a ugly/scary on the outside, but actually 'nice' friendly Pokémon because happy thoughts.
