It's more the fact that the series is more concerned with putting up an image than depicting the more darker or other aspects that don't jive well with what they want to portray. That includes having a super genius species, the Abra lie are just like other Pokemon thus they exist within the same framework as the others.
It's why arguing about intelligence won't lead to anything, the way Pokemon behave and act is up to the writers and Pokemon will act differently according to what the scene calls for. They can act as feral as they do in Legends of Arkeos or be a bit more intelligent as in the anime. Generally the series is more concerned about maintaining consistency across all normal species for the most part unless they want to make them part of a special storyline. This is why Alakazam isn't going to be an independent professor at a university but a wild creature that when domesticated will participate in the same activities and framework as other Pokemon. Most Pokemon share the same level of anthropomorphism and intelligence and this can manifest on things like a Cinccino cleaning around the house, or an Octillery chef, or an eevee waitress, or whatever the writers want Pokemon to do. In a similar vain it's why psychic types aren't shown talking or communicating with others, it would disrupt this harmony they have even if there's some justification in the anime for it, and for most Pokemon as well. The games tend to be a lot less open about it but point stands that in the games talking is reserved for special events and special characters like the creation and lake trio in Arceus but only briefly.
So again, it's not a lie as much as the series is trying to maintain an image and in this image normal Pokemon aren't independent, meaning they don't have their own agency for the most part and they're there to help humans at most, because that's not what Pokemon wants the Pokemon to be. They're not people, they're Pokemon.
