Give it an actual movepool. Same goes for all the other non-legendary Electric-type Pokemon.

You can't just give move pools to pokemon. it needs to make sense with the concept and design

Get rid of the Normal typing & give it Drought.

Volt Switch.
Scorching Sands.
Solar Beam.
Thunderbolt (Hidden Power Fire had they not gotten rid of it)

Seems decent enough. Heliolisk is fast.

There is no logic, just shillmons or Genwun being broken
