There are no GenWun Pokemon that are true shitmons simply due to all the special treatment and privileges GenWun mons get compared to everyone else.
Wigglytuff's issue is that Clefable makes it obsolete 99% of the time.

That more about being overshadowed by other Water types, but Amnesia gave it something unique in Gen 1 and even later Gens gave it some stuff to make it worthwhile. It actually has a niche (key word being niche not meta-staple) in VGC due to Cloud Nine and the presence of weather. Game Freak didn't actively kneecap it like they did with Delibird or Unown.

What holds it back is another Pokemon doing its job better.
It doesn't matter if it's decent, you're still gimping yourself by choosing it over better options.
Do not ever use this Pokemon with the intent of winning games.

Wigglytuff isn't unusable but you are doing it wrong.
The best offense option is actually Focus Sash+Counter, but it truly shines when it comes to support options thanks to a decent bulk: it can set up rocks, screens, sleep/para/toxic and has healing moves, especially Wish that uses its naturally high HP stat.

The RSE analysis sounds like a joke but puts it well. One advantage Wigglytuff gains is that, when compared to even Clefable(mainly just because people use Clefable for always the same strats), it's far more unpredicable becuase your opponent can't accurately guess with all the possible moves you have. Even if you reveal one they still don't know the rest, you could be running a mix of offense and support easily so there is no proper reaction.

That's an advantage to using any unconventional mon, to be fair. It's hard to know what they're running when basically nobody runs it.
A fun psychological trick to use is to not have your unconventional mon in slot 1. For most players, the first party slot is the centerpiece of their team and the mon the whole team was built around, and you can often guess their strategy by looking at the first slot. Putting your off-meta Pokemon in the back makes it look like you built a team around something else and your weird mon was just the best option to fill out your team for whatever reason.

The point is that nothing will actually outclass it in-game. All the Clefables you will meet will likely lose to your Wigglytuff.

Wigglytuff still outclassed by the Clefable that you could've hypothetically used. You are making your team worse than it could be.
It just doesn't matter, because in-game is so easy that you don't need to play optimally.

Yeah, so if you want to use Wigglytuff over Clefable you can do that and you probably won't even notice a difference, aside from the fact the Normal typing is going to make you take more damage from Fighting moves.
