Rayquaza warranted the creation of a new tier above Uber, yes.
Zacian got banned to that tier not once, but twice, yes.
But Mewtwo was the very first Pokemon that made anyone think it didn't belong in the same weight class as everyone else.
And it was so obvious that a pedo council wasn't necessary to make that decision. Even kids on the playground agreed that using it was basically cheating.
