The loss of crit means it can't hit around defensive buffs, but it gets speed control and a great anti-Rhyperior, Coalossal and Landorus tool with Splishy Splash, strong STAB on both attacking stats, and fucking Play Rough.
You'd also have access to Nasty Plot if you drop ZZ or PR just for the extra boosts, Pikachu can also run Electroweb for the spread but I think it's clear Regieleki does this better.
Pikachu would be a monster if it had its Partner stats and moves.
