Wait, so does Tentaquil get unlimited Sketch moves if it learns it through levelup? Can't I just take it to the Move Relearner and teach it Sketch over and over again?

Clover's game balance is fucking retarded, and yes the policy was to just make everything super broken to counteract the awful design for bosses
Don't think too hard about it, the point of the game is not the gameplay anyway

No one will believe me but I am the anon who wrote Tentaquil's original level-up moveset in 2010. I gave it Sketch because I thought it would be funny. That's also why it learns Splash at 99, and why it learns multiple HM's by level-up.
Balance was not a consideration.

I don't think that was my decision. I think it was something we collectively came up with. You have to remember, this thing just suddenly appeared, and everyone instantly became obsessed with it. There was even a ROM hack with Tentaquil as the starter and tons of dialogue changed to be about how great Tentaquil is uploaded within less than 24 hours.
Either way, the answer is: it's funny. Specifically, that was a type combination that didn't exist at the time, seemed really weird, and didn't match the design of the thing at all.

Clover's balance is fine. Everything has its own niche. Of course in competitive some things will be outclassed but I think the only absolutely unusable shitmon in the game is Gampster. Clover is far better balanced than the official game where you have shit like Delibird, Unown, and Ledian stinking up the roster being nothing but dex filler.

Phantash and Crystaquil would basically be useless with it.
Batterex gets Regenerator, but I think the dream pill will only give it Inner Focus, so not really worth it.
Rectreem would get Cheek Pouch, and Lasslee can get Thick Fat when it evolves into Wifemin, which are good, but not really worth using your dream pill on.
I'd say give it to Fairileon. Be sure to save first, because I'm not sure if it'll get its ideal ability (Regenerator). If it gets Sap Sipper instead, just save the dream pill for something else you may want. I never used mine before the E4.

That's not what game balance means, and yes, having intentionally weak Pokemon is specifically done for the sake of balance. Everything being either broken or shit is not well balanced.
